my boss told me today that the HM did not go through formal process. Apparently, they should be informed and agreed to the transfer before any offer could be extended. At this point, they can't do anything.

One thing I may do wrong. I have told the HR rep in the other unit about the potential promo and told them to check with our business unit to confirm. today boss told me it would not happen immediately. this may be the reason for HR meeting?
