刚刚电话口头offer，该在书面offer之前negotiate还是之后？

大公司，HR电话上告诉了offer的细节。我想去另外一个location，他说要问一下hiring manager，然后给我发书面offer。

我该在他发书面offer之前negotiate工资和sign on bonus吗？考虑到回头再改对他们比较麻烦。前面讨论title的时候就以决定了的东西难以该动为理由不给改，所以这次想掌握好时机

这个面试到offer之间托了很长时间，大公司比较慢，比较确定hiring manager挺想要我。
