Depends on what kind of sites you have in mind and how many dynamic and customized contents you want.

The easiest way is to start a blog on wordpress.com, blogger.com or typepad.com.

For static contents and common stuff,like news, articles, forum, blog,etc, web hosting sites usually offer free installation of content management system(CMS), such as Jamoola and Drupal, phpbb(forum),or Wordpress(blog).

It costs about $6/month to host a domain.

The one I am using is JustHost. Their support staff is good, but their free installation does not support Chinese very well. There are hundreds of web hosting companies out there. Google can find a lot reviews about them.

CMS should be relatively easy to set up without any programming experiences. You might have to spend couple of hours to read through the tutorials.

If you want to start developing website yourself, you better learn

1) HTML
2) PHP
3) Javascript
