请教IT管理员

我公司打算构建公司IT硬件和软件（以前全是由外面公司host),公司没有it 管理员。 打算以后招，老板叫我先做预算，买机器我懂，但软件操作系统我不懂，预算做不来。
我要买三个服务器，一个做网络服务器，一个做数据服务妻，一个做terminal Server.

如果我买Microsoft Server 2008 安装在这三个服务器上，
我的问题是： 要买三套Microsoft Server 2008软件还是一套就可以？
我在网上看，small business server 2008 便宜，但好像说这个在一个网络内只可以有一个物理服务器，是真的吗？
在一个网络内，是不是只能有一个物理服务器，？
