One time I got very similar situation. I felt they used my resume to try to bet one project, if they got it, they might get me or others. If they could not get the project, nothing will happens. AT that time, once in a month, they kept to calling me to say they are still working on it, until couple of months later, I told them I already moved to the new position, then they stop calling.
Keep on fishing...
