Go for it!

you are only "over-qualified" if the salary you are asking for is much higher than they budgeted for.

A Ph.D. degree is always highly regarded in a company, at least among co-workers. It also looks good in front of clients and is a good dinner table conversation topic.

If it's a position you like, go for it.
