Help! how to negotiate a promotion with unfair boss?

I have done a lot of contribution for my project but my boss keep ignoring it. The main reason is because he doesn't care about the work at all. He is a very dishonest, incompetent and irresponsible manager. But he knows how to kiss ass to his manager, so he is still quite safe even though there are a lot of complaints about him around the teams. He doesn't like me as I am quite responsible to work and doesn't like to blindly follow his bullshits. He also have preferential treatment to the team. For example, there is a senior titled person who talks big but doesn't deliver and even fakes his work. We worked on the same project. I delivered high quality work and he just got by by faking his work. My manager just keep covering for this guy(of course, they two are the same kind). But for hard working people like me, he just uses and downplays my contribution. However, the truth about this senior titled person is being discovered by more people in this team. In the mean while, it's around review time and I don't get any promotion. How should I negotiate with my manager? I do think I am well deserved a promotion. Especially in contrast to this senior titled person. How should I point out that to the manager? He can't just keep hiding the truth from us and continue the unfairness.
