Can anyone analyze this situation for me?

面试后三个礼拜，hiring manager发信问是不是citizen or holder work permit.如实回答需要transfer h1b.上周三回的信，到现在还没有回信。

请问面试官问是否有身份是否表示有兴趣？
没有得到回复是否意味默拒?还需要follow up吗？
