每个recruiter手头都有2-3个名额的限制，他们把手头的candidate rank一下，pick 前三名（这也算进入下一轮），给公司的hiring manager，然后由hiring manager再rank一下，挑人interview(这算公司的下一轮）。
如果他说是"招聘的经理决定",你不能assume你"已经被淘汰了".
