刚解决了这个问题。

困惑了我2天，刚才才突然想起可能是FireWall的问题。因为TCPDUMP能收到，说明Packet送到了我的NIC, 但我的UDP没收到，说明是OS屏蔽掉了。那可能就是Firewall的问题了，马上将Firewall取消，就收到了。谢谢大家。
