求助，今天拿了一个政府的工作，还在等另一个offer。怎么办？

今天收到电话，我3周前interview的一个Federal工作给了我offer。我在10天前还在另一个部门（agency)interview了另一个工作，后者级别高一点儿，离家也较近前者近。 拿到offer后，我给后者的hiring manager打电话问情况，说是已经决定要我了，正在process.我是否应该接下第一个offer,然后拿到第二个在回绝第一个？还是现在立刻拒绝第一个？如果这样作，是不是很过分？实在是没经验，感觉跟中大奖似的。纠结中，求大家帮忙。。。
