找工作是否可以吃“回头草”？

我三个月前得到一个公司的offer，当时不是很满意，主要是离家太远，所以向该公司提出每周3天在公司上班，2天work from home，公司没有同意，所以事情就吹了。最近我想吃回头草，因为发现该职位还open，想和公司联系，并表示现在可以relocate和full-time在该公司工作，大家帮忙分析一下，看看是否可以再拿到这个offer？另外该找谁说这个事情？是公司的HR呢还是部门顶头上司？
