How long should be after on-site interview?

I have an on-site interview on July 2, and filed the application form during the holiday, now, it is almost 3 weeks already, and I have not heard anything from the company. I emailed HR on July 10 (Friday), didnot get reply, and called on July 14, and July 20. HR person said there was not final decision yet, however, I was under consideration.

Does anyone have such experience, how long I still need wait? Is it normal?

By the way, I got two results from other two companies, I have failed these two on-site interviews. So, this one is the only one left now.
