I probably did not make it clear.

Putting the connection issue between function specs and the corresponding implementation more visible in the progress report based on the feedbacks from your team meetings (note that you serve as a facilitator only).

Hopefully, the highlight of the pending issue can make the guy more responsible and have management's awareness. And this action demonstrates your management skills and follow the best business practices.

If the pending issue can not be resolved in a frame of weeks even after it is well exposed to management. Then, it may indicate that 1) your company is a very big company, 2) your company's management has issues, or 3) your project is not a high profile one,
4) your company has too much money ha.

In this case, try to use the rewarding system to encourage your other team members (who are your supporters/followers) to get around the issue, then try your best to make it a successful story in a phase, and then jump to other other departments.
