What does that mean?

This morning followed up the phone interview last week, HM told me I need to check with director of HR, later she paused and told me they gave the second round interview to other candidates. Then I sent an email to director of HR, wanted to have final say as a closure. She replied said "We have had some others things come up and have had to delay the rest of our interviews until HM returns from her most recent trip to Asia. We will definitely keep you in mind as this position is still open." Why they two said different things? My question is:

1. Does that mean HM knows even now they have something come up, but later for this position I am not the candidate, that's why she said no to me now?
2. HR said the truth, but she doesn't know what the HM's opinion, she doesn't know I am out even they have not finished their whole interview, is that right?
3. Who has the final say? HM or HR?
4. What do you think what's going to happen?
