Tier 1: NOC (Network Operation Center) or FrontLine
24 x 7, baby sitting the system

Tier 2: solve the problem which tier 1 don't know how to solve

Tier 3; Solve the problem which tier 2 guys don't know how to solve.

So you can see Tier 3 guys get less number of calls compare with tier 1 or 2. Therefore, only if you have good luck, you can get tier 3 job.

Of course, besides good luck, it also demand better skills for tier 3 job.
