From the info, the guy is there to play the role of business consultant -- or somebody hired to assess what sort of restructuring is needed in your company, in other words, which department should be kept, which department should be di*****anded.

This is a business trick -- the company already knows which department should be di*****anded (and all people in that department need to go), so they hire a business consultant sort of do this assessment and give a "neutral, professional" evaluation, so that the company can take action fully lawfully....
