Accounting Dummy asks questions again. Thanks in advance.

1. I saw a tax ID start with TF xxxxxx. This is my first time see the tax ID with letters. What kind of organization is it?
2. About 1099 misc, say, we have an employee with salary pay. But he got a check with $1000 for anniversary gift. No any tax deducted. Is that OK to issue a 1099 for that $1000?
