tough choice

I was out of job last year and my hu*****and just got a tough choice. His office is closing and they laid off everybody but him and another engineer. He can choose to be laid off or relocate to CA with the same salary in NJ. Only $10K relocation compensation -- if we sell our house, we lose definitely more than that. But if he quits the job within a year, he has to repay the $10K. If he choose to be laid off, he can get 4 month severance pay and unemployment money, but we will have to buy health insurance for us and our son.

Anybody can give some advice? We really don't what's the odds for one of us to find something in the next 6 months. Thanks!
