已经等了快两个月了，不知道是什么状况，请大家分析一下好吗？
week 1,
12月1号（周一）面试，当天HR告诉我，非常promising, a couple of days就给我发书面offer。于是我很高兴地回去了。
12月5号（周五），没有收到offer，我给HR打电话，她确定要给我发offer, 说一些paperwork要MD签字，下周一就给我发出来。我放了心，着手准备申请工作签证。
week 2,
12月8号（周一），我寄出了工作签证的申请材料。
等待一周，没有消息。
week 3,
继续等待没有消息。
12月19号（周五），我打电话，HR不在，我留了言。她后来回email，是这么写的：
Sorry for the delay.
We are happy to confirm that we will be making an offer to you.
I just need to get the paperwork confirmed and the offer will be sent out to you (post and email) on Monday.
I apologise for the delay - just been a bit hectic here.
以为圣诞节前就可以搞定了，于是我高兴地回家放假过节了
week 4,
24号还没有收到信，我失望地过了圣诞
week 5，
12月31号，拿到签证，home office的效率倒是不错
week 6,
开始上班了，我周一email HR，告诉她我拿到工作签证，询问我的offer,又是石沉大海
1于7号（周三）我电话她，又不在，我留了言。
她回email:
Sorry about the delay – so many things going on here.
I will make sure the offer is done today and sent to you tomorrow at the latest.
Congratulations on the work permit
我继续等待
week 7,
介绍我去这家公司的朋友回来了，她12月6号回国度假5周，发现我还没有拿到offer，很奇怪。
1月16号周五，她帮我去问HR，然后电话告诉我，不用担心，HR说最近太忙了，今天一定把offer寄出来。我谢了她，可是却不怎么乐观。果然，直到现在也没有，已经第八周了！
我不知道这是个什么状况，不知道是公司在犹豫，还是这个HR要整我？如果到最后公司反悔，我用HR的email可以索赔吗？
太痛苦了，一直被这么吊着。
