Good clues are:

1. Are you US citizen -- if not, you don't have it.
2. If yes to 1, did you apply for, and have you been conducted of, security background examination? (FBI and the defense dept. are the two majors agencies for this check) -- if not (or have no idea about it), you don't have it.
3. If yes to 2, did you pass the examination? -- if not, you don't have it.
4. If yes to 3, then you obtained clearance for a period of time, then the final question:
5. Has your clearance expired? -- if yes, then your clearance is NOT "active".
