If I were you, I would do the following things:

1. Starting from now, you get nice with guys supervising you, line up with them. If they ask you again, tell them: you are career oriented, and like to make critical contribution to the organization, and you anticipate their mentoring, while you take full charge of the technical things. In this way, you guys become mutually dependent, yes, line up.

2. Start to think about what kind of function you're going to direct for your organization, think in a way a director thinks. And, think about in order to have this function set up and running, what kind of people you need. You already have been authorized to hire two people, so starting from now, think about what kind of skill set, experience, attitude, personality and character they should have.

There are many ways to hire people: you hire newbies and train them, you hire seasoned hands and let them work on their own, or you hire temps to get it done and let them move on. I think you should get temps first -- just get them and have them get job done, you observe what kind of people they are. You are not ready for newbies -- newbies usually have lots of attitude and behavior issues and, unfortunately, it's particularly true for Chinese -- try to hire those Chinese only who have been fired several times.
