one of my former employers also refused to provide reference from HR to managers. I just gave their contact numbers to my future employers. Let your future employer handle this. After your future employer gets rejected, they will contact you asking for a way to workaround it, such as accepting your performance review, or contact your other previous employers if you worked for more than one companies. Do not tell your future employer that your former does not provide reference. Let them handle it
