There are two issues here:

1. 老美同事就不一样了, 舒服惯了。

This is the problem, the new boss is trying to fix this, although he did not do it right -- he stirred up things too early and too fast, before he is ready for this sort of major confrontation.

Nobody can stay for 舒服惯了, Americans or non-Americans, the solution is simple -- they either really work or they will be dumped.

The new boss is not tough enough, he may be good at intention but he is not good at tactics. The right thing to do is: get exactly know who's useful and who's useless first, and set up a plan for each person on his own mind. It's a huge MISTAKE to push any of them before they make him believe that THEY ARE WILLING TO WORK.

The right thing to do is: get all funds in place, start to hire new staff, continue to deal with the old 舒服惯了 and see who would be willing to join him -- of course under new rule. Don't touch any of those 舒服惯了, don't push them, say good words about them, and fire them at next time reviewing their performance. Besides firing, there are many other tactics too -- tell them the fund is not sufficient, so they can only work part time, which means they can only take part of salary home too.

2. 这个头儿刚愎自用, 小心眼儿。

All bosses are 刚愎自用 for sure -- they direct, people either follow him or walk away. Bosses are responsible for the overall performance -- they shouldn't be kept if the overall performance is poor, anything bad in the team is the fault of the boss.

Again, this boss is not strong and tough enough -- he takes actions to early and too quick, he should take actions step by step: secure funding, get new hire, identify the old 舒服惯了 people to see if there is any one useful to him....
