If you cannot solve the problem with your manager, you could talk with his/her supervisor. The key is that you shouldn't say any negative things about your manager. Just discuss your case, and tell him/her that your manager is on your side, your manager helps you to talk with other department, and etc.
The most important is keeping calm down if you still want to work for the company and the manager. Don't use negative words about anyone during the discussion of your annual raise.
