请大家帮忙看看这种情况有可能吗？

1年半前， 我面试了一家公司， 他们给了我offer.但我没去，推荐了我的一个朋友，最后朋友去了（title and salary were higher than my offer。 Same responsibility, but my friend is good at negotiation and his working experience is longer than mine). 一月前，朋友离开了这家公司, for family reason, 我现在很想去这家公司。大家看这有可能吗？一个星期前，投了简历 （自己投的， 朋友说他老板对他离开不是很开心）。至今没有回音。我应该follow up 吗？我还这个老板的email and office phone number.
