不尽人意的offer

今天收到正式的offer letter，发现起薪比我要求的低了好几千，搬家费更是少的可怜，up to $2000，这对我们从西岸搬到东岸远远不够。还要求我在四天内决定是否接受该offer。请问，

1) offer letter里没有提到今后工资怎么增长。我可以直接问他们吗?
2) 关于401K，公司match $0.5 on the dollar of the first 8% of salary. Is this normal?
3) offer letter 寄出之后是否还可negotiate?
4) 不想直接拒掉这个offer，现在正开始另一个面试，过程可能繁琐一点。请问怎样给自己争取足够的时间?
