You don't have to provide your pay history

It's all about the company getting better leverage in salary negotiations. HR personnels are training to do this kind of tricks. If you have ever gone to a car dealership, I suppose you know that all the saleperson would ask how much monthly payment you can affort, don't they.

However, a potential employer is not entitled to know your pay history or anything about you. That's why you have to sign a release agreement for them to even check your background. If a company insists on knowing my pay history and furthermore demands pay stubs before an offer is even made, I would walk away. Some companies can get away with doing this because they take advanage of the foreign workers working in the IT, accounting fields, who don't know much about this kind of things. Remember this, it's as difficult, or even more difficult, for companies to hire quality candidates than for you to find a good job. So do not give away your bargaining chips.

At the very least, get an offer, negotiate the salary, and then provide what they ask if they insist. Just like buying a car, if you are not prepared to walk away, it's unlikely you can get a deal you want.
