Based on my experience in CA, there is no way to negotiate the benefits such as vacation, 401k match and so on unless you apply for the C-level positions, in this case the company is soliciting you to join them. The salary negotiation starts when a verbal offer is made by HR through a phone or e-mail, you could request to give you one or two days to consider, then call HR back and ask a higher salary. Then a deal is made and the offer is final. In some cases, no verbal offer is made and an offer is mailed to you directly. In this case, the offer is final and the company does not want to waste time to negotiate the salary. Anyway, you could try to negotiate the salary but the chance is very low. If you do not have other offers you usually do not have a strong negotiation power.
