you are 100% right, those are mostly company policy. Those could only be negotiated with your manager after you prove yourself in the company. it is so-called soft benefit your own manager can grant you as appreciation. please let us know if anyone negotiate and changes your vacation at the hiring time, I would be surprised(there are exceptions if you are at very senior level).
