Can a PHD apply for a position only asking for Bachlor degree?

I have a PHD outside US. I find a position in an industry field, which only require for BS/MS. My question is: can I still apply this position if I put my PHD in my resume? I heard that I have to ignore my PHD (donot mention it) in my resume in order to apply for this job. Is this true? Thank you very much for your input.
