A few comments based on my personal experience. Not exactly related to hiring manager being Chinese but job search when switching majors.
1. First of all, I am not a cs major, hence my comments may not apply to all.
2. For those who change their major to cs through their career should be prepared for people have questions doubting their motives. I was once asked during the interview: Do you apply for this job which is different from what you used to do just because this field is hot right now?
The most important thing I think is that people need to convince the recruiting manager that no matter what the motives they had initially for changing the major, they genuinely like the new major and are ready to make commitment in the new field.
3. I have been involved with recruitment for quite a few times, even though I am not the recruiting manager. When my group needs new hire, every team member would interview the applicant and we will get together afterwards to discuss how we feel about the applicant. There cannot be any negative feedback from anyone, sometimes neutral is all you need (especially when company is under time-pressure to get the new hire). When you have job interviews, be nice to everyone because every feedback counts. Of course, not every company uses this approach, but you come across one, you need to be prepared to please everyone you meet.
Lastly, strongly agree that 从哪里来的人都是良莠不齐的。
