$8 million to be a Teacher

The US Department of Education recently awarded 20 grants totaling $7.866 million in a program called Transition to Teaching. The purpose of the grants is to help high-need schools recruit and retain highly qualified mid-career professionals, paraprofessionals and college grads who did not focus on education. But why aren't retirees eligible?
