1. did you write down her information?
2. Did you filed a police report at a police station?
3. Did you contact your insurance company for advise?

Personally, I believe you might hit her at a very low speed equal to a push. I dont think she is hurt that bad at least she knew what to do after the accident.

It is a good chance that is a fraud, but I would not bet on it. If you have all your basis covered, you will not be consider as hit and run. Insurance can conduct investigation on her incident. She might not get money right away.
