Yes, the China government is sacrifying the benifits of poorer population in order to emerge as a new superpower. She has no choice, the poorer population will be taken care of once China has more resources than she has now, but this can only comes true once she is a superpower.

If doing what you suggest, then China will be a developing country for another 150 years, if lucky enough not to be pushed down.
