The first thing you need to do is to nail down what is the real problem.

Neither starter nor fuel pump is worth the (labor) time to be repaired, even though most failure starters can be repaired by just replacing carbon brushes.

The simplest way to fix it (either starter or fuel pump) is to replace the failure part with a new or refurbished (for starter) one.

By the way, if it is a starter problem, you can replace it by yourself, saving you at least $100 for labor. Bring the old while you shop for the new or refurbished one, you may get some discount in many auto parts stores.
