关于父母付费移民

不知哪位有经验的好心人能给个指示，打了一圈中介电话还是很迷茫，给的答案都不统一哦。
情况是这样的，我父母，一个53，一个56，现在持676签证在悉尼，但是他们想递交付费移民，能不能直接在悉尼递申请，然后一直在悉尼等签证呢？
还是年龄不到一定要中国等？
