是美国 T-bill. 不过你是专家， 我确实有问题。如果您知道答案请解惑：

买 tbill 的时候，有一些小字注解 其中有一条：

I understand that  by electing the reinvest this security that I am subject to the following additional terms and conditions:

A:.......

B: If the redemption proceeds from the maturing security are not sufficient to pay the full purchase price of the succeeding security, then I authorize the Bureau of the Fiscal Service to use either my zero-Percent C of I funds or  to debit the account at the primary financial institution to obtain the balance owned

 

这个B 是什么情况？ 就是说到期时，重新转存的时候，前期的连本带息还不够续买下一期的债券， 那时候， 他可以从你账户拿钱吗？
