请教一下。 管理银行的机构是什么部门， 能给个名字吗？

我有张现金卡被盗用了300， 现在银行知道盗刷使用的公司，让我和公司联系退钱。 公司说让银行停止转钱。银行说没办法停止，如果不是公司退钱。 变成死循环了。 我想看看银行上级机构能不能处理下这种问题。
