装一套3吨的Ameristar HVAC System 8千算便宜吗？

租客找的师傅报价1万5包permit， 没问什么牌子的，出租房不想装那么贵的，中国师傅给了报价也给了型号A4HP4036-SF-1A-FC，包工但不包申请permit.
