S8租客愿意pay more than voucher limit, 可以吗

我的四个卧室的房子 list $4750/m. S8 voucher for 4 bedroom的limit是$5370, 但是这个candidate的现在的voucher只cover 3个bedroom，上限是$4350，比我的listing price低$400, 她愿意自己多出$400来cover。可以吗？网上说房客和房东不能有side deal， lease要housing authority approve才行。

她的housing worker说按$4350算, voucher出$3211, 这个candidate出$1139.这样算的话，房客每月出$1539。

第一次考虑收S8的房客，请大家指点！谢谢！
