I don't have answers to your question, but can I ask

you a question? I just received a letter from the IRS stating the seller's withholding is $0.00. The letter also asked me, the buyer to file 8288 and 8288-A within 20 days of receiving the letter. I have not received response from either IRS (can not connect to a person who knows the matter) or the settlement company. My understanding is the settlement company should have filed the 8288 on my behalf after closing, however, I have not received any comfirmation of that filing. Will I incur penalty if I don't file 8288 even though the withholding is $0.00?
