请帮我看看这个cash out值得做吗？

我有一个小房子利率5%已经付了快4年，本月付利息440元，如果做cash out 利率降到3.5%，但是要付7000费用（含3000多的points），只能拿到手3万出头。新贷款的月付利息429元。

请问是不是只要看利息部分比以前低是不是就值得做（但是贷款期限后延了4年）？还能拿到3万块钱（去掉7000费用后），有投资方向。

另一种考虑是才拿到3万块却要付出去7000块，太不划算。

所有贷款资料齐全，申请很方便的情况下哪种考虑对呢？
