什么算normal wear and tear

发现这个很难扯清，我去年租客搬进去的当天工人装的vinyl planks, 崭新的，现在一年后搬出后地板上有不少这样的划痕，问去年的公司说没法buff it up，要换掉。租客说是normal wear and tear, 你们会扣押金吗？
