stocks not filled, what options I have?

I put a limit order to buy 2000 share TQQQ at $39.8 this morning before market open. It went to $38.3 after market open, but my order is not filled. What option do I have? does the brokage TD Ameritrade responsible for this? I have other orders put at the same time and they got filled in.
