1. Market study and financial analysis. Create an excel model to calculate your IRR, with market assumptions such as market rent, occupancy, operating expenses, exit cap etc. 
2. Talk to the city planning and building department, make sure they like what you plan to do. 
3. If the number makes sense, talk to the seller and negotiate a deal, preferably with a long DD period. 
4. Create an offering memo and go to your equity/loan investors. 
5. DD. 
6. Close
7. Permit and construction
8. Marketing and leaseup
9. Stablize and sell
10. Go get your next deal.
