Yes, if the sender is US citizen.  US 2018 gift tax exlusion limite is $15k.  You are $5k over.  But if you have other family members can be recipients of the gift, then you are ok to receive all $20k.

No, if the sender is Chinese citizen. No limit.  But if it is over $100k, you need to file IRS form 3520.
