Without Saudi agrees to any form of reduction, it is very unlikely that we could see the oil glut problem solved.  Saudi's strategy is to use the low oil price to force US shale oil companies out of the market.  And it has been working quite sucessfully so far.  Plus, Saudi hates Iran.  It rather starve itself than giving Iran some room to breath.
