To Choose Program or Choose School

Can someone provide advice? My daughter is about to apply for college and plans to major in Computer Science. We live in Bay Area, so she might be influenced by the culture here.

Eventually it is her decision. Assuming she can get in the college she wants. Is it better to go to Berkeley or CMU (since their CS programs are ranked #1) or to go to private universities like UPenn, Cornell, Dartmouth or Brown?

My daughter is a well-rounded student with good grades. The programs above are reachable.
