This is a very small town (7 square miles with population density of 3k/sqm). It can easily expand to neighboring towns. The land is flat and there is no shortage of supply of buildable land.
Even if the population does not decrease or stablizes, you are probably buying at the peak.
Being an out-of-state landlord, the first thing to think about is not how much rent you might collect, but your exit strategies (give me at least 2...)
